This is not a great quadrilateral tessilation. If all you care about is arranging trapezoids on a plane, check out the Tumbling Block page, elsewhere on this site. I see a Jester's Pattern, so it has some historical usage. It isn't a stupid tessilation. The sets of parallel lines is cool, but not uncommon.
